The way to do this is by selling at lower and lower prices, but to do this with no purpose loses money for them and that is not their intention. If people , investors were really interested and had belief in the value of precious metals, they would be buying strongly ~ and they are not. So they are the ones allowing the price drops. Bulls may not think so, but in the minds of most investors, the 2004-10 fear that the USD is collapsing, China will bankrupt us demanding payments, U.S. become a 3rd rate country never occurred and look a long way away. Today's news have 18% of multinational industries saying they will be moving back to US due to the economic stability and basically those countries are moving into the era the US has been suffering and now greatly recovered.
