I don't know about ANACs specifically, but most who grew up in the 60s and 70s and would be grading in the 90s would have had that bias. Premiums for toning are a recent phenomena for us old timers. It used to be called a pre-curser to corrosion (chemically true) and to be avoided. That's why dipping became so popular and why many surfaces were damaged by those who didn't know how to do it well.
So in the eyes of a grader 20 years ago the toning would have made it a borderline problem coin, hence the 60. Whereas now that same toning is valued for originality. Makes sense.
That era of ANACS was known for NET grading without declaring a details grade unless it was a significant problem that was obvious. The issue here could be as the others have described in terms of the toning. I think you got a decent deal at $160.00
$150.00 As a h-10 collector as well as someone who would be definitely looking at old soap bars...im at $150, as there isn't a lot of h 10. Collectors .,the dealer probably got this in an estate sale.... ms 60 isn't a eye poping grade...to most... and knowing all of the above and what I would pay $150
170 I think it was a MS62 netted down because of the almost terminal toning and a careful cleaning of enough of the fields to show the luster.

140 Yuck its Anacs, its MS60, i dont like the eye appeal, there are no collectors for these. Atleast thats what the dealer would say if you were trying to sell
Yes, definitely all over the board, but @heavycam.monstervam nailed it this time with the lowest guess. I bought it at a local show. It’s a type I didn’t have yet and couldn’t resist the crusty toning. Not a monster but the look really appealed to me so I pulled the trigger. I enjoyed all the feedback and didn’t expect the guesses to be so high. I guess I didn’t overpay.
I would of pulled the trigger for several reasons, 1 Valentine attributtion, 2 slab, 3 grade ,and most of all I can never seem to find enough h 10's Your specimen is a Valentine #5
Perfect timing !!!! Next up is- ACG Photo Slab that i actually just recieved in the mail today. I DID pay a premium for this coin and i was definitely the man at rainbows end. I believe a MS63.5 PL is around $75-100 Unfortunately @ddddd is disqualified from this round 4 taking me 2 the cleaners
