However, if it were not for helpful people here on CoinTalk, I would have thought that this was one of the "collectible" versions of the item. There are plenty of "burnished" Ellis Island quarters for $175 or even less if you're looking to buy. As for this seller I don't think he's being dishonest, but he should add "bullion version" in the title to avoid any confusion. Some people who never read the description may see the box and coa and think they're getting the P mint.
