It's not a misconception or a fallacy. An employer can limit your speech, private entities can limit your speech as a term of using their service, schools can limit speech in class. These are facts backed by legal cases. You won't go to jail for not following it but you can be fired or banned or kicked out

 

Being "rambunctious, rowdy, vulgar or disrespectful" has nothing to do with constitutional free speech...Baseball21 is explaining it correctly.

 

Putting that disclaimer on it that excludes those categories already shows a limit being placed on free speech. And there's plenty of ideas that would get you in trouble at work or school no matter how they're presented.
