I received a Hot Spring collector's coin from the Mint and it had the line on it. I have already sold it, as that line was a "deal breaker" for me. It could have graded a 70 and I still would not have wanted it, regardless of what it was worth, because, to me, it was just another reminder of the Mint's poor quality control. I am in no way a coin grader, but my feeling is there is no way a coin with that line in it should be a 69-grade. To me, regardless of whether the line affects the grading or not, it is, in reality, still a substandard coin production.
