Based on the sellers pictures I thought maybe the TPG was under a grade - in hand, I think they got it right. Pictures can really change the way you see a coin. A lesson I have learned more than once, but sometimes need a reminder.
There is a thread somewhere, that I think @Paddy54 made, conserning the hand cut serifs on this coin. I couldn't remember if it was a proof, business, or both. I have one with hand cut serifs, but I think it's a business strike.
That grade doesn't surprise me at all, and anyone who says they can grade proof coins from photos is lying. There is no way to detect hairlines or evaluate the mirrors of a proof from a photo.
Needed him to come up $1.50 to get the 6 months no interest on paypal. Been hitting the hobby funds hard and wanted to defer payment a little. The $100 will in no way break me but it will keep the Mrs. from asking if I have gone off my rocker buying another coin after so many others recently.

It's tough to judge the rims in a slab like that. Being an image make it even harder. Being a 1938 don't help either. I drink vodka with my crow. I don't even remember eating it.
@Paddy54 You knew it all along huh??? Did u make a thread about hand-cut serifs on these? If u did I'm sorry I missed it? The serifs actually gave me pause, whilst making my decision
