That 2nd step scrape is the difference of what? A hundred bucks?
It has the look of an easy 67.

Clean fields and a nice strike. Minimal marks. Hoping the business going on to the right side of the reverse is nothing serious. MS-67 5FS

I think with the schmutz by the second A in America on the reverse, unless conserved, limits this to an MS66 FS.

    66 5FS

That small blemish on the reverse pulls it down a grade.

    Obverse is 67 all day.

66+ 5FS.... there is a scrape on the steps but not enough to prevent the designation and the coin looks better than a 66 but not quite enough to reach 67, so I split the difference with a "+" grade

My prediction for the grade of this coin was MS66+ 5FS. I thought the spots on the reverse would preclude an MS67 grade. Well, I guess my concern was justified, they net graded this coin down 3 grades!!! SMH, a total clown show!

I thought NGC would be at 65 with a + and 5FS. I didn't wish to influence other posters w/my opinion. The spots (?) did not bother me but the hits on the cheek did. The image of this coin would be at least an MS-65 and that would probably be MY personal grade. By the image alone, the 65 or 66 guys & 5S got the correct grade for the quiz. MS-67 coins cannot have large marks.

That large marks looks like it has luster, but I see what you are saying.
