Confused about ASE's

whats the clasification number for the law you all are reffernces that has the clause that says "busniess strike coins must be made first". This way myself and anyone else that wants to right a letter can refference it properly

No problem with 2010 ASE's but if you want collector's versions (proofs), there may be a problem with 2010 just as there was in 2009. The Mint is not obligated to make proofs and can decide not to make them in certain circumstances.
