They do provide a service of making markets. I bet you not one pm mine would be funded if not for stable, long term hedging afforded by there being a pm paper market. Lenders want stability and predictability, something such markets enable. Do they make a mint doing it? Yeah. Are they most likely overcompensated? Yeah.
