I would have Said Apmex until just a few months ago. At a local coin shop I'm getting silver coins at spot, no premiums. This also means we don't have to pay for a shipping charge, and we don't have to wait. I would shop around town.
Gold per ounce is about $1450 now, so he average melt value for AGEs now is this: 1 oz: $1450 1/2 oz: $725 1/4 oz: $360 1/10 oz: $145 Many places will charge more for them
1/10 AGE ususally carry a large premium due to their denomination. if you normally buy full ounces i would skip the add. If you normally buy 1/10 than it is a good deal. edit: If you normally buy full ounces, this would be an oppratunaty to get a 1/10 ounce AGE for about the same premium.
Don't overlook the the silver quarter proof sets from the US Mint. The Mint sells these at fixed pricing (though they will occasionally make adjustments) and the way silver is rising, you can occasionally buy these sets for melt value or even less. The Mint only charges $4.95 for shipping no matter how many sets you buy and no fees for credit cards. These coins will have an additional numismatic value.
