What we are seeing is a very dirty wheat cent sitting on a nickel, as per @potty dollar 1878 and @Collecting Nut stated. Anything beyond that you need to post full pictures of both sides and close ups of areas of interest. THEN we can possibly answer your question a lot better. My thought is that no matter how many threads you open with this coin, it isn't struck over a Buffalo nickel. It's a corroded 1943 Steel cent. Members have explained why this couldn't occur at the mint. I don't understand why you keep posting pics of this coin. Are you expecting to get a different answer?
