Neat! Have you tested the metal content? Is there a difference between a miscal and a mithqual? This sure looks like your coin to me - https://en.numista.com/catalogue/pieces290457.html.
Probably if you have a lithpth then it is a mithqual. Seriously, all our attempts to spell foreign words in English with our type of letters are prone to error and also very arbitrary. Just for Chinese, there are 2 or 3 systems used to express the words using English script.
Wow. Miscal is the same. Even looks like a die match. Note that they have 1311 as "unlisted". Did not test the medal content other than to confirm that it does not stick to a magnet. My coin weighs 4.15g. Numista does list the edge as smooth but I am pretty certain that all of the Sinkiang silver miscals of any denomination had some type of reeding. Thank you!
@Muzyck - yeah, the discussion about the 1311 and the other dates seem to imply that an illiterate individual carved the dates; or just an error or errors of another origin that I am unable to imagine. @Siberian Man - for our exacting standards here, Pakistan works for me coming from China. From Pakistan I'll remove us from this landmass and jump over to Oman with this 1989 (AH 1410 - which began August 4, 1989) 25-baisa piece.
A long stretch across the Pacific Ocean, but next stop is the Solomon Islands. I am entranced by the Nusu-Nusu on the reverse, a sea spirit. Look at the head it's holding in its hands.
