You guys are all half wrong. Are they worth basically melt? In terms of dollars, yes. Are bullion rounds devoid of collectibility? No they are not. Can bullion rounds have any value other than melt? Yes they can. A lot of people enjoy them beyond their melt value. If a private mint sent out really badly damaged rounds, nobody would buy their products even though they are still worth the same melt value as another mint's. The OP is also wrong though for thinking he should get the same quality from tubed rounds as from hand selected and individually packaged rounds.
I don't mind getting scratched up rounds, so I won't get attached to em when it comes down to selling something they are the first to go. Of course I've got coins I would never sell.
In the "enthusiasm" for the topic some are getting a small amount of personal comments in, remember the rules say you can trash the coins but not the persons. Hopefully some will modify their comments. Thanks good folks.
To me, bullion is bullion. I buy it for the silver content. Sure, I might not be happy if it has a few scratches, but then again, I buy it for the metal content, not it's appearance, because I know that those few scratches aren't really going to hurt the value.
I think many people would care. I wouldn't be pleased with dinged up product. I've sold rounds on eBay and I can get a little more if I describe, photograph, and deliver a pristine round rather than a dinged up slice of silver. It may not matter to you heavy stackers, but many buyers like a design and want a nice looking round. I would have sent them back. If it didn't matter to anyone, why would they even bother minting rounds? They'd just send you an ounce of silver shot.

I'm one that would care as well. When I collected these, I wanted a nice one for the collection. There are more than a few that enjoy them and collect by design. Saying, who cares, to a collector is not kind.
