It is more about the fact that the mint did not put a cushion inside the blue box than what is outside it. A large enough shock in the right direction can dislodge the capsules and if the capsules aren't well and tightly shut the coins can get out (sometimes capsules are such a good fit that they trap air and are hard to close).</p><p><br /></p><p>APMEX is offering $600, which is still too low but better than the $425 they offered before the sets shipped.
