What burns me is that it appears that these operations are being run by a bunch of wimps who don't even seem to understand the very business they serve. PCGS claims in the email that the COA was a surprise, even though they knew that the story of where the coins came from had gone from unknown to a specific mint. Did they think the COAs were printed after Mr. Jurkowsky's statement? Did it occur to them how odd it would have been to send WP coins to SF when SF had a huge inventory? Did they talk to Jurjowsky himself for clarification? Of course the initial statement said that the coins could come from anywhere, that is the mint default position, that the coins are all the same, no matter where they come from and that is what they got when they called "a mint official", the canned answer "there is no guarantee that all of the no mint coins were minted there".
