Is there another coin that is missing in the set? Sometimes they will put 2 SBA coins.. another in place of a Quarter. Just a packaging error.
The 1981 (and 1980) mint sets contained a San Francisco mint marked Suzy-B in addition to the usual P and D coins.
Now, I understand. In the photo below you might notice three small Mint bags on the far right....each bag held $25....1 bag of 1979P SBA....1 bag of 1979D SBA....and 1 bag of 1979S SBA. I prefer to buy the uncirculated coins in Mint bags because it's cheaper that way. Chris
Take another close look and make sure that isn't a P and D. The 1979 SBA was the first US coin (other than the war nickels) to carry a P mintmark.
I'm not sure I understand your question. If you mean which three SBA's were not made for circulation that would be the 1981 P, D, and S. If you mean which three were not included in mint sets that would be 1979 S and 1999 P and D. And then there is the only proof that wasn't in the proof sets and that would be 1999 P. Or have I missed what you mean altogether?
As previously pointed out, the 1980 and 1981 mint sets contained 3 Suzy-B's; P,D and S. They put the S in the Denver set.

Logical to me to put the S in the Denver set. I didn't realize the 1981's were NIFC. Thanks. I knew they were low mintage.
