It's definitely an altered milled out coin!

I took a look at the sellers other items. I don't think they are trying to decieve anyone. It is just ignorance on their part
Well, technically they are real coins. It's a magicians coin.... But most definitely fails or misleading advertising!
I added it to my watch list. I'm interested as well.

I hope he did a better job than the guy who did this one. It would be a much more convincing job if he had put the quarter in the lathe and removed the reeded edge, and then made the hole in the dollar slightly smaller so the quarter fit in tight and snug with no obvious gaping like this one has.
They was one guy making these fantasies who did just that, got a nice tight fit and then did a light plating job on them to make them all the same color.
