That usually happens with worn die. So I am assuming that the tip of the second feather was well worn or perhaps polished until the detail was lacking. Because if the detail struck up in the high points - it should have struck up in the feather as well. It did in the others after all. And it is unlikely that wear would occur in just that one spot.</p><p><br /></p><p>Now then - one more but ......... Look at the reverse rim about 3 o&#039;clock. There are a couple of heavy rim dings there. It could well be that NGC and PCGS would not slab this coin because of those rim dings.
