When I visited the Winnipeg mint in 2015, they were using this same type of planchet webbing as decorations along the tour corridor. It lined the hallway kind of like tinsel. It was a pretty awesome effect.
The one for the quarter does not look uniform like the others. It has straight edges on both sides of the strip. The left edge of the strip had a wider edge piece than the right side of the strip. Do you know why that is? Maybe it is a “planchet strip error”.lol.
I forgot the steel cent strip could also be what's left over from when they made 1944 Belgian 2 Franc coins...or could be a strip from those very rare 1944 Steel Lincoln cents
