You can spend them both. The first star note is a high run (more common) and not in perfect condition so it will be hard to find a buyer for any significant premium. The 2nd note has the last 9 slightly off center, but not more than 50% off center. This is somewhat common and not significant enough to be replaced with a star note when found. It may be fun to give to someone born in 1997 given the first 4 digits.
