Don't think there will be any new countries in the foreseeable future - the last ones to start issuing coins were Latvia (EU, joined euro area in Jan'2014), Andorra (non-EU, mid-2014), Lithuania (EU, joined euro area in Jan'2015). So we have 23 countries (19 EU member states, plus 4 non-EU) that issue euro coins. Sore subject ... each euro country can issue two per year, and a third one in case of common issues. And once again Monaco is tough. Each of the four non-EU countries has a monetary agreement with the EU that also covers the issue volume and how many coins (in % of the annual volume) have to be issued at face. But that means a percentage of the total figure, not of each issue.
