Yes - William IV British coins all stuck with IIII instead of IV. His predecessor, George IV started out with IIII and switched to IV half way through his reign.

Another thai coin for everyone. Thailand 4 att. 1 year type and crown sized copper. Frequently counterfeited, be very careful of raws people, I posted last week of a raw one being sold on ebay and how the seller didn't pull the auction when told, just pretended it was real still.

I don't have any of my coins officially graded or encapsulated - I prefer them in the raw.
On UK standards I think it would grade aEF, which I think usually equates to AU58 to 60 on the Sheldon scale. (The slight flatness in the centre of the reverse is due to a well documented weak strike in that area.)
As to value - I wouldn't be surprised if it made $700 or more, on a good day could make $1000 to $1200 - but it is not for sale until I pop my clogs! (It cost me considerably less than that, which is the main thing for me.) :)

Saw one of these the other day and loved the design. Very well done for just a silver round. So I got one.

1 Ruble 1924, the first Ruble coin of the USSR. These silver coins were issued as part of the New Economic Policy to restore stability in the economy after the Civil War. The reverse legend reads "Workers of the world, unite!".

Not quite, but it is the largest Russian silver coin, equal to the Czarist Ruble with about 0.6 oz of silver.
