It depends on the coin. If the same coin in a PCGS slab sells for 30% more, then the marketplace thinks, rightly or wrongly, that PCGS is stricter for that issue in that grade. That suggests that an NGC coin has some chance of crossing, but a decent chance of failure. No one can say for sure what those percentages are. So the best thing to do is do *not* submit it for crossover unless you're convinced the coin itself has merit.
