If a 6th grade Boy Scout uses his book bag when he goes on a camping trip over the weekend and uses the bag to store his pocket knife and then brings that bag to school and the knife is found at school because he forgot it was in there, should he be expelled from school or have to repeat the 6th grade? No, of course not! But it happens.
