For example, the seller might have a limit for the amount of items that can be purchased within a given time" hes got some 50s proof dimes i want and ive tryied for almost 2 weeks now to buy a few i cant even send him a messege and i see he listed more stuff on the 14th i also see some one baught that dime so im not sure whats going on
I would assume its due to your low feed back, He probably has a minimum feed back to buy from him. I would send him a note and see if he would give you and exception. Or because your out of the country (US)
well iv never been blocked that i know of im in the usa i cant send him a note/messege can some one else send a note and see
When a seller lists an item, they can limit the buyers. Usually by unpaid items, but the seller can be more selective than that. If you were ever involved in a dispute or haven't been a member long enough could be the reason.
Agreed; eBay has a long list of options for limiting who may bid (other than blocked bidder's list); apparently you fall into one of these categories. http://pages.ebay.com/help/sell/manage_bidders_ov.html#set
If you are unable to bid/buy and also not able to send a message, that is most likely because he has manually put you on hi buyer block list.

Ebay doesn't allow a seller to restrict bidders with low feedback. You can block a bidder with a feedback rating of less than zero, but I don't know how that's possible even to get. Some people put in their listings that they don't allow low feedback buyers, but you can't block it. All it could be as far as I know is non-payment strikes, not having a Paypal account or being an address he doesn't ship to.
They show their address and phone number in item description, call them. If you can't call them, but others can, that would be the time to start worrying.

FYI I just bought 12 proof franklins from him. I was very pleased with 10 of them. His pics don't show all the flaws (cloudiness, etc.). But all-in-all his coins are great.
