It is odd, for sure. But the bottom line is probably this: Mr. Leidman might be able to sell these as matte proofs. Whoever buys them as such won't be able to resell them as such.
I looked at the 2 coins and I can not determine 100% they are or are not Matte Proofs. The photos lack the details I need to make the call. I can tell you this, if you want to gamble on one I would say the 16 has a better chance of being a Matte Proof than the 09 based on the photos provided. If you don't want to gamble contact a specialist in Wheat Cents and have them find ya one...
I have confidence in my opinion as well, but for a multi-thousand dollar coin, I'm going to want PCGS's opinion, too. I know full well that I don't have anywhere near the amount of experience that their graders do, and they won't call it a proof unless three of these very experienced folks agree.
I would not put it that way. TPGS do make mistakes. I would say "in this case" I agree with the tpg. Besides you have the book so you made the final determination. But I do agree with you.
