Sometimes a budget is too tight, or the price break too severe, to want to buy the "best". Some coins I collect an XF might run $500, yet a VF runs $60. CAN I afford a XF? Yeah, but there are literally hundreds of VF's I do not own, so why invest all of that money in one XF when I could get 8 VF's that I do not have?
