When is a Deep Cameo finish NOT a Deep Cameo finish?

Should a coin receive a "Cameo" designation if its contrast is diminished by toning?

    If a toned (oxidized) coin should be given a CAM or UCAM description because if it was dipped the cameo effect would be apparent, shouldn’t all pennies be given a RED description?

    Dipping a brown cent doesn't restore the red color.
