It's an error coin where the obverse is clearly double stamped:



Instead of scrapping a whole's day production when this error was discovered along with the approach of a hurricane, the Philadelphia mint figured "what the hell"...how many people will will really notice. <I am paraphrasing>

So these were released into circulation and are now worth a fortune.
