2011 ATB Vicksburg 5 oz Silver Bullion Coin, not a circulating coin but it does have a face value of .25 cents so I guess I could buy a piece of Bazooka Joe with it.

I think it's a very good idea to consider both Business strike & Proof mintages when buying a "low mintage" coin because it helps one realize how many of that date are in existence. Usually proof coins never circulated, so the number produced is basically the number still available, but the numbers definitely aren't so cut & dry with business strikes that were made to be used, destroyed and lost. Hence the price difference between the two types on a coin with a similar mintage. In weird cases like Conder's V-Nickel, I don't trust the Proof mintage to be a telling indicator as to thier actual rarity, because of the cases where proofs were destroyed by scam artists to try and make MS coins, as I believe sadly this is a trend that will continue over time. It's easy to blur the lines, especially with PL coins, but ultimately IMHO a proof coin is a different die, struck for a different purpose and that is good enough reason to draw a distinction.
Here's one of my coins with 4 mintage numbers..... A Business, a proof, and a Type 2 (War Nick) Business & proof. Mine's the T-2 proof with a mintage of 27,000 :smile

I believe mine would be a proof manufacture that is also a red book variety.

Here is a 1961 1/2 dollar with DDR. I don't believe there is an actual mintage listed anywhere for this variety. Of course, this thread should probably disqualify all errors & varieties because there are so many with a mintage of one (like my avatar).

My lowest mintage business strike is probably a 10-cent from Newfoundland with 8,000 minted.

Unfortunately, I have a wedding on the 13th, so I won't be able to make it up that way. :(

You can spin it however you like, but it won't change the fact that they are a separate minted issue from business strikes with their own population numbers.
