What's wrong with this 1999 penny

First post chill out bro- I doubt this would be considered an error but I don't know where else to post it, there is lots of silver color peeking through what looks like copper, don't know if it's actually something different about this penny or if it's just messed up. The copper part doesn't look or feel like real copper, the penny is lighter than a normal copper penny and a little thinner. It also can't get cold like one either. These are the best pictures I could get.

It looks like it was ground down a bit. Likely done with a sander.

Welcome to CT. The coin looks as if it had been sanded down. It helps to crop the pictures and post full size.

    Yes it can.
    It's just a worn 1999 Lincoln cent.
