The steps aren't part of it. What you see on the obverse is part of the roof structure, and those odd looking marks are just part of the debris that built up on the reverse die before it fell away. You can clearly see parts of the letters ONLY in the space between the columns. Chris
Rick, I would certainly want a third party specialist examining it before messing with the coin. If it is a retained dropped element, and the OP fiddled with it, it could diminish the value. Chris
Think about it Chris, whats the chances of the element falling in the field and not getting smashed into, or onto the rim, that would have to be one perfect size element to miss the rim totally ... I do agree with having an expert look at it . Mike Diamond where are you ..
The part that is over the R. If you call that something besides steps, go for it. But the R is visible through it.
Yes there is some build up actually. If you want I can post a picture of the rim tonight or tomorrow (probably tomorrow). Edit: Well hold on, I looked at it closer and there doesn't appear to be build up on the rim. Sorry for the confusion.
First, grease and debris build up in the recesses of the die until it is compacted almost as hard as steel. Then, it falls onto an incoming planchet where it is partially impressed into it. It's not so hard to conceive this happening. I once searched a $50 Mint bag of 1980 Lincoln cents and found dozens of examples of debris that had fallen from the die and impressed into the planchet. No disrespect intended Mike, but if it were my coin, I would prefer to have someone inspect it in hand and not just look at a photo. I'm probably wrong, but if there is the slightest chance that I'm right, it would prevent any damage to the error. Chris
No offense taken. However, the OP reports that the affected area is raised relative to the surrounding normal design. That, plus the fact we can see LIBERTY through it, leaves no doubt in my mind that this is a patch of dried glue. I've seen countless other examples over the years that look just like this.

First picture is the best so far... to make me decide that it is glue. I see the shine of the lighting on the area that should be incuse but it's raised. Impression of another Cent!
