Whats this 1799 dollar/cent worth?

I'm concerned about a curved arc of *something* extending from 17 in the date to the star just left of LIBERTY. Hole in the field (or something) next to the third right star. Below and in front of the ear is an area of reflectance which could be just a crease in the mylar, or it could be a sign of a postmint depression in the cheek.
