The reason you saw annual sets released so early in 2011 is because the Mint made a concerted effort and stories were published announcing that fact that products in 2011 would be released early. The topic was discussed on forums such as this as well. It's far more common, as this story from Coin News mentioned in 2010, that such annual products came out at later points in the year, last year being noted as the first time in at least a decade since the annual sets were released so early:

US Mint Products for January Include 2011 Proof Set and 2011 Mint Set from CoinNews.net [9/15/2010]

I personally disagree that the ongoing debate and recent changes to circulating golden dollar coins has anything to do with impacting the release of these collectors products being discussed. At least for this year, the coins will continue being made for the annual set. Coin production gears up in the last quarter of the preceding year, which is the only way that production of both business and numismatic products can ever reach you so early in the year, such as in 2011.

The Mint made no claims that such annual products would continue to be released earlier in the year, year after year, as they were in 2011, nor should the price of precious metals materials be pointed to as impacting the release of such products. It won't be this year of course, but it seems imminent in the near future. This year, the Mint simply hasn't published release dates and is doing one thing they do really well, failing to inform the customers (collectors) with informative advertisement and operating in a typically inconsistent manner. That's what you get to pay more for when you collect via the US Mint, the entity without a Director for more than a year and one which is doing anything but serving its loyal and dedicated consumers, commanded by a marketing department that slaps their own backs silly over insanely fast sell outs due to skewed concepts like household limits and allowing for a faulty online ordering network and phone lines, even at the consternation and protests of their very customers left dealing with being shut out or left empty handed. You collectors are empty handed for your annual sets right now and are equally without timely information about their release, which in recent years past was at least published at the end of the previous year in or around December, so that you may plan your purchases and anticipate new coins accordingly.
