Not sure what you are referring to. I see no "vertical toning" if this is the coin you are talking about.
I am not sure of the cause, but the reverse aging effect looks brushed on. The whole coin has a lot of weirdness going on.

It's FAKE. It has the same mark in the eagle's breast, etc as the other CC fakes posted by @Jack D. Young.

The stars are blobby, the letters are blobby, the denticles are uneven, everything else looks wrong. If you look at this and have any doubt that it's fake, you're not ready to shop for a raw 1889-CC. (I'm not ready to shop for a raw 1889-CC.) If you're aiming for a profitable flip, you'll do much, much better with lottery tickets. (This is not an endorsement of lotteries.)
It had become "Orange Hoody Time" when I got to it. If it was the piece that @Mountain Man man posted, it looks like some fake Chinese toning that they are constantly using. They have been experimenting with it.
