E looks like an F

 

It's normal.

 

There is a 1971 Kennedy peg-leg half dollar. Not that clear in this picture, but it looks as though it could be one also. Don't know if this year has any.

 

That’s the way the coin was designed.

 

Yep, look at any Kennedy half and you'll see the same thing, they are all like that.

 

The bottom of of the E is gone it looks like it's under his head

 

They started making them like that in 1964.

 

Here's a picture lifted from Wikipedia. As you can see, it's designed to look that way.

 

And it has 2 dates.. how is that possible?

Your quarter has the ring of death.. coin wrapper crimper machine damage on the surface. Not a mint error.

 

The only thing I see is he circular damage on the field.. post mint damage

 

And the date the number are closed together

 

It's just damage.
