What would you grade this 89 CC?

Just curious, seller claims its au+ Proof. No clue what that means and these coins with huge jumps in value between grades always make me nervous for the bidders.

How does a seller get a nearly perfect feedback rating with nearly 20,000 sales when he does stuff like this.

 

The seller's feedback profile is all in a foreign language, but it says it's located in Fullerton Calif.

 

I guess it's just not worth their time and effort to prosecute these dirt bags for fraud and they know it.

 

Their feedback profile says "Member since: Feb-17-06 in France", lots of recent sales of various junk, all in French, and those items say "Located in: Aveize, France". All their current listings, 9,671 of them, say Fullerton CA and claims to be liquidating a pawn shop. The sheer number of listings really throws me off. Tons of baseball cards etc. Did they automate the hijacking somehow? I contacted the seller for grins.
