I have not seen this before. As a printer in my past. This, I would have to see the counting block machine. most of what I have seen is very special. So, all I could say was may have been a proof sheet? I would like to see the block numbering tooling. This would answer much.
I'm pretty sure you have a nice example of the test note when the BEP was trying out special paper that was supposed to be fire proof, but when tested, it wasn't.
