It’s plating blisters, common on copper plated zinc cents.
It's called plating blister or bubbling.
And, the coin is deservedly called a Crappy Zincoln!
You'll see tons of anomalies on 1982 onwards plated cents.
It's normal
Just another example (NAV) of what a huge mistake the mint made in 1982.
And still makes!
The end-time of the cent may not be far off.
