What is this? Striking error, wrong size planchet, PMD ….?

What is this? Striking error, wrong size planchet, PMD ….?

What causes this “two level” rim (for lack of a better term)? It is the same two “levels’ on both sides of the coin (a thin raised normal rim, then the flat area below the surface of the coin, evenly spaced all around the coin, and viewed from the edge of the rim the center has a “U” shape (like a pully wheel). The diameter of the coin is the same as a normal cent, and is perfectly round. Was this caused in minting (and how?), or is it PMD by the rim being squeezed a vise?

Any help will be much appreciated.

Your coin was once part of a lucky cent holder. I'll try and find an image.

Thanks guys! I had never considered a lucky cent holder, but it makes sense. It has been 2-3 decades since I ever saw a lucky cent, let alone knowing how they were made.
