Does this look like putty, or something else that should not be there? I'm trying to think of anything natural that looks like olive drab RTV and nothing comes to mind... This is a slabbed NGC coin.
It may be some sort of cleanser that dried up ages and ages ago. NGC & PCGS sometimes overlook such things on coins that are 200+ years old. Chris
The brown looks like oxidation. I see no goo. Looks more like large "selective corrosion" pits on the period (dot) and under the 1.
Am I the only one who sees the green stuff, mainly below the first 8 in 1808? I don't think a fancy detection system would be needed to see that...
I cannot identify the country of origin of the coin from the photo ( Looks like Mexico or Russia) but I have some serious questions about its grading. Is there any mention of edge damage on the holder? It is obvious that the 'treatment' to the left of the '1' in the date is so severe it has not only damaged the beaded rim but also warped the edge. Also the 'green stuff' is covering and almost obliterating part of the bead pattern. Plus the beading to the right of the 8 also appears to be damaged. Is it really an MS61??? Have you been able to verify the certification on the website of the grading company and are the photos posted there similar to the coin you have??? I am sorry for sounding negative but many things don't look right to me.
