What is going on with this 1960 P Franklin Half Dollar?

To be brief, there is a couple of notable features of this coin. The first being some odd depression in the '9' & '6' of the date. On the reverse side, below the eagle is a similarly shaped inversion of the eagle, but isn't it awful pitted and strange?

Another specimen from a 1960 P mint set.

I'm thinking it might have been cleaned at some point?or is it just a bunch of hits in the same area, overall the coin did take a beating so most likely.

If it came from a mint set like this, maybe it's a strikethrough? Other than that not sure.

Meow thinks grease on die for the eagle part.
