64. The cheek is clean and "creamy," with the look you want on a 65-66, but the field scuff and the roughness on the tip of the bust preclude a higher grade. I don't see that this would be called 63, as it is easily superior to what you see in 63 holders, especially for GSA CCs. The negligible price difference between 63 and 64 also removes incentive for a grading service to kill the grade for the purpose of reducing liability.
It's a shame, as that's really just a "positional mark." In other words, somewhere else on the coin, I may easily be seeing MS64. Outside of that, she's put together fine, I have to say. Nice luster on her. She's everything I think I'd expect in an uncirculated GSA.
Yes, I agree completely. It is a very nice coin--well struck, great luster, and typically "crisp" as most CC dollars are. Were it not for the obverse marks, and their prominence, it would go 65 easily. However, that is an unfortunate distracting feature. Eddie is right--everywhere else, the coin screams 64 or better.
