Nice coin over all, but I feel it's has been cleaned, unless it's the lighting hue. Looking at Grading Standards for US Coins 6th ed ibsn 079481993-1, page 95, would call it EF 45 or less.
No. Look at the picture designations in the book or any other book. I know that some are weak strikes in this date. The wheat heads not defined, cheek, letters are not sharp, back ground washed out, etc.

All 22 D's were struck from worn dies, over used dies. Most details were not there when they left the mint.
With the wear on both wheat ears and a overall weak strike for the date I'm at XF-45. The coin has a number of dings and wear on both sides. It looks cleaned, retoned and for lack of a better word, polished. Just to shiny for the wear.
I would guess it would grade in the AU 55-58 range. However, considering the worn die state of this year it could go up to MS62.
I think this one has seen a lot of circulation. Weak strike and mucho wear on the reverse. I'm thinking VF-35. Possibly XF-40. Also looks like someone applied a coat of Verdi-Care.
