What did PCGS accomplish in their complaint vs. the "coin doctors" last year?

I think that PCGS realized that they were the ones being put on the hook by these guys for PCGS had to back the coins with THEIR guarantee. The doctors were'nt guaranteeing anything and stood to lose nothing. PCGS stood to lose a lot.
