Looking at the picture, they don't appear to be the Special Mint Sets that are available. They look like a set put together from UNC coins by Littleton Coin. That being said, you probably paid more to buy them from Littleton than they are currently worth. Also, as Littleton appears to have selected the coins for these sets, I am fairly certain that all the P coins will be the "narrow rim/far date" variety. I still think they are worth more than $1/coin, but probably not much more. As the picture only shows the obverse, and the quality does not give a good clear picture of the various coins, it is hard to try to grade the coins. Luster, quality of strike and other characteristics can not be easily determined.
I agree with your opinion on the quality of the 1999 Proof SBA. I have about 20-30 of them, and there is not a one that would grade less than PF69, even by PCGS standards. I think these sold for $7.95 or so. They were still available until sometime around early 2001 from the Mint at the issue price of $7.95, if I remember correctly..... I bought them in the aftermarket for a higher price than the US Mint price of $7.95 in year 2000, while unbeknownst to me, the US Mint had them still, for the origanal issue price. If I remember correctly, Robert Chambers (SHOP AT HOME NETWORK) bought out the last of the 1999 PROOF SBA`s in 2001 from the US Mint. My Opinion............ Buy ALL the 1999 SBA proofs you can find in the $25 and under . These are REALLY REALLY rare by modern US proof coin mintages MINTAGE OF ONLY 750,000!!!!!!!!!!!!!!!! Compare to the moron price of the 2001-S Proof Sac (around $75-$100) with a high mintage of over 3 million!!!!!!!! 2001-S mintage actually 3,184,606 !!!!
