It's somewhat unusual but I've seen it before. If memory serves it's generally been agreed that it's strike damage caused by die bounce or coin bounce at the moment of strike partially sheering away the tops of the devices (in this case the letters). The clue is the mechanical doubling seen at the bottoms of the affected letters - this clearly indicates the bounce occurred.
