A for technical cleanliness. The toning on the reverse FROM THE IMAGE is a detractor if anything. 1951 is a Tough year for finding decently toned Washingtons from ANY mint, although the "easiest" (which is not saying much) mint to find decent toners from is S. On the whole, for that specific year, if you could find a decently clean and well struck 1951 Washington that is a lustrous white, it would probably be a better hole filler for an album than a toned coin, unless you are specifically looking for a toned coin for a toned set.

I would agree that C is probably from a Mint Set. Even though the obverse looks AU, more than likely that is a strike issue, as the reverse does not have wear characteristics concomitant with the obverse. You will find a fair amount of 1951 P Mint Set Washingtons have that look. Here's one I pulled directly from a Mint Set. BTW I pulled a 1951 S Washington, as well as 1951 S Franklin from the Set, sent them in to PCGS, and came back with decent grades, MS66 and MS65FBL, so I highly doubt the set had been picked through. The toning on the obverse is higher end for a 1951 P mint Washington, which, as I said, is not saying much.
