looks like split plating. The copper plating is so thin that during the minting process it gets stretched, and broken open and thus you see areas of zinc.
...and if it doesn't have zinc rot yet, it will...unless sealed in a capsule to eliminate any further exposure to air. I also agree the flattening of USA is the result of die deterioration. So, even with no wear, the coin ended up a poor strike with no value beyond FV, and will likely never be worth more than 2 cents 50 years from now. Another grand slam for Zincolns!
