They might not even do that because the grade guarantee doesn't cover it. from their gurantee: "The PCGS Guarantee does not apply to coins exhibiting environmental deterioration subsequent to PCGS grading and encapsulation. This deterioration may include, but is not limited to, spotting, hazing, PVC contamination, changes in color, and corrosion." So if the spot developed after it was slabbed, too bad, not covered.
Do you know the approximate date this guarantee was put into place. I just though they didn't guarantee copper and SE. The new wording covers anything that happens in a slab. Heck, if the filters are not changed on the air hoses from the compressor, even the assembly workers can spray a moisture mist on the coin as they blow out the cases!
PCGS has revised their guarantee many times in the past 12 years or so. I don't have copies of all of the changes I do know that language was in there before June of 2013 and it wasn't there in 2003. it was changed at some point etween those two times after PCGS had to make refunds on a lot of PF-70 ASE's that developed milkspots after being holdered. they solved their prolem by removing the guarantee from coins that turned in the holder and by deciding that milkspots don't preclude a grade of 70. Doing some more research to try and narrow it down. As of June 2007 they were still saying they would cover milkspotting that developed after slabbing, but by Dec 2012 the grading guarantee was being quoted as not covering coins that went bad after slabbing. In Sept of 2012 they were still compensating for coins that turned after slabbing, so apparently the laguage must have changed between Sept and Dec of 2012.
Get a grip, dude. His answer was the best because it remarks on the poor quality of many freshly minted coins. I'd say anyone with a brain could see that, but then you would likely want me to cite references proving that, so I will decline. Instead I will say that to me it seems he simply provided a truism.

That's CRAZY FOR PCGS TO DO THIS! What about a coin's eye appeal. Looks like the "Big Boys" and their wallet continues to lead all of us around by the nose. WOW! Technical Grading = spots, white stains, and struck thru's on the coin when it came off the press are "as made" and ignored.

This has also been explained to you already but numerous people in a very clear manner that an elementary class would understand. I just figured out why you were ragging on me. I DIDN'T SAY CONDOR WAS CRAZY (SEE MY EDIT). PCGS is CRAZY if that is what they are doing (I have no reason to doubt what Condor wrote as I am totally UNINFORMED (ignorant) on the current practices of PCGS (My Post#45).
